Vice Admiral (Retd.) Frank Morley
Frank Morley leads Northrop Grumman’s business across the Asia-Pacific. He oversees the provision of advanced and
connected technologies that assist regional security. As well as helping customers access key capabilities, Frank is
responsible for building and sustaining Northrop Grumman’s regional industrial partnerships.
Frank joined Northrop Grumman in 2024 after 36 years of active service with the United States Navy, retiring as a Vice
Admiral.
Throughout his naval career, Frank served as an operational F/A-18 Hornet pilot, test pilot, commanding officer, and
senior acquisition officer. As a Flag Officer, Frank held the offices of Vice Commander Naval Air Systems Command,
Director Navy International Programs, and Principal Military Deputy Assistant Secretary of the Navy for Research
Development and Acquisition. Frank’s tenure as Director of International Programs was for five years, the longest in the
organization’s history, and he concluded his naval career as the Department of the Navy’s senior most uniformed
acquisition official.
Frank is a native of Phoenix, Arizona. He has a Bachelor of Science in Physics from San Diego State University, a Master
of Science in Aviation Systems from the University of Tennessee and is a graduate of George Washington University’s
National Security Studies Program and Harvard’s Kennedy School of Government International Security Program.
Frank has more than 3,500 flight hours and 750 carrier landings. He has flown more than 35 different types of aircraft,
including the F/A-18F, E/A-18G, AV-8B, F-14, F-15, F-16 and MiG-29.
